S. Burnett & Associates Limited (SBA) is seeking proposals from qualified contractors for the Arena Solar Project in Couchiching First Nation. The following information is included in this Request for Proposal:

• Specifications.
• Appendix A: Site Photos.
• Appendix B: Hydro Billing Data.
• Appendix C: Feasibility Study.
• Appendix D: As-Built Drawings.

Please provide your bid via the online Bidding System on bids&tenders. Proposals will be accepted until 2:00 p.m. Eastern Time on Thursday, October 15, 2026.

The Project Coordinator for this Request for Proposal is Brian Lee, Senior Contract Administrator. All questions shall be submitted in writing prior to 5:00 p.m. Eastern Time, on Thursday, October 1, 2026 and will be replied to bidders Tuesday, October 6, 2026. Questions are to be posted directly on the bids&tenders website. 

A non-mandatory, but highly advisable site visit is scheduled for Wednesday, September 23, 2026 at 1:00 p.m. Central Time (2:00 p.m. Eastern Time) located at the Duke Hockey Arena, 200 Frog Creek Road, Fort Frances, ON P9A 2R2. During the site visit, all Contractors may conduct a general inspection of the building, including electrical panels. All participating Contractors must confirm participation with the Project Coordinator at least 72 hours prior to the site visit.

Proposals submitted by bidding Contractors will be evaluated based on the following criteria:

• Price.
• Schedule to complete the proposed works.
• Proposed approach for the design and costing for a net metering roof-top solar PV project.
• Contractor qualifications and experience in completing similar projects.

The lowest of any proposal submitted will not necessarily be accepted. 

The CCDC-2 General Conditions of Contract shall apply for this project.
